Godaddy said otherwise. Kept asking me to add a credit card at the paypal payout process.

Thats Strange

Paypal does not allows to pay by Paypal balance in some countries like India.

some coupons , like 0.99$ deal, requires paying with credit card (one time per user & per credit card). Just delete the coupon or look for another discount and try again

I added a bank card already. well, but it still showed. I could use paypal at other places.

I'm not in india. I can buy from other store. But, WTF? How should Indian spend their paypal balance?

I can't say for 100%, i try to never use GD, but i think GD sets kind of payment agreement in paypal instead of regular payment, which lets them suck funds with every future purchase from your paypal automatically instead of you go each time to your paypal and make a payment. And for payment agreement, a supplier can demand that you have a card linked to your account. Say, when i set up a payment agreement in paypal for my buyers of some service, i can choose an option "card is needed / not".

So i believe that is the case.

We have to withdraw the Paypal balance to our bank account. Here, Paypal has no license of a wallet service.
