Can we access .com ZoneFile with a different IP?

I read a old tutorial saying different ip could access the verisign .com zonefile.
But I used my home dynamic IP to applied and now it's a different ip of course, can't access the zonefile.

Does it required the same ip to access now? Or something else went wrong?
username is: firstnamelastname and password length is 5 right?

For the .name zonefile. I can't even open ftp://rzname.verisign-grs.com. So do they really require the same IP now?

I haven't checked recently but indeed I remember that Verisign allowed connections from IP addresses other than those in the application form.
Other registries were more strict.
Best is to use a hosted server/VPS to retrieve the files.
