Yes. I outsource some of my coding requirements. I usually use Fiverr, but I've used Upwork also. You really need to be careful who you select though. There are a lot of poor/good workers for every possible purpose. The better ones will always reach the upper tiers. You are kind of taking a chance on anyone who is on the lowest level. Then you need to read their reviews carefully. Select between 5/6 contractors and whittle it down from there.

I do outsourse SEO and provide resources. Never realy thought about outsourcing domain marketing the same way but worth a thought.
