You can get 1 year for $0.99 the first time you register with them. They do not require that you register the domain for 2 years.

OP, according to Domcomp, only Godaddy and 1&1 currently have $1 offers, the next best is $7 coms at Dynadot. The list over there is not definitive though there might still be small/new registrars offering better deals. Good luck!
