PayPal is changing its User Agreement, Privacy Policy, PayPal Here Agreement and the PayPal Website Payments Pro and Virtual Terminal Agreement – the changes will be effective to all PayPal users in the U.S. on April 19, 2018.

So PP is increasing the already outrageously high fees they charge AND now they're going to double dip on fees - i.e. they're charging the receiver for receiving payments AND charging the receiver for withdrawing as well... Wow...
