lease Anyone renting domains for $0.1 per month or similar amounts?

A buyer was interested in renting .net, .org, .com domain names for $0.1 per month. Is there are website or any other person who will rent the domains for $0.1 per month or a similar amount , the domain investor only has to change name servers?
