question 60 Day Transfer Lock - What is the current rule for Whois Privacy Removal?

Didn't the 60 day whois change lock rule get revised to accommodate those who have whois privacy and need to transfer? For instance, if you have to remove privacy to transfer, but that would activate the 60 day lock (or would it now?) and your registrar doesn't offer opt-out, isn't the whois change in such situations exempt from the 60 day lock? Can anyone link to this in writing somewhere?

My understanding is that it's per registrar. ICANN no longer requires registrars to do the 60-day transfer lock. Additionally, some registrars do not require you to disable privacy for you to transfer. I transferred a domain out of Namecheap with the privacy on and had no problems. I also contacted their live support and confirmed that if I did need to change it, the 60-day lock wouldn't be added. When I transferred in to Uniregistry, I was given the option (and took it) to automatically opt out of the 60 day transfer lock. Some registrars, such as GoDaddy, aren't generous about this and force the lock for their own benefit.

That may be what the news was, but regardless, it's up to the registrar to give users this option. Here is what ICANN says on their website:

"The registrar has the option to opt out of the 60-day inter-registrar lock. The Transfer Policy explicitly states that "the Registrar may allow the Registered Name Holder to opt out of the 60-day inter-registrar transfer lock prior to any Change of Registrant request." Registrars may allow the Prior Registrant to opt out of the lock prior to the Change of Registrant request; however, registrars may not allow registrants to opt out of the 60-day inter-registrar transfer lock during the 60-day lock."
