Seems Dynadot want to force you to pay a renewal on a domain that has just expired before letting you transfer it out, even if you had already unlocked it and obtained authcode before expiry.

In the account it says:
Transfer Lock & Auth Code
Please renew domain name first.

And Dynadot themself say on their site https://www.dynadot.com/community/help/question/transfer-away
You should also make sure your domain is not close to expiring by checking its expiration date on our "Manage" page in the "Domains" drop-down. Your transfer may still go through even if it expires during the process, but this is not guaranteed, so we recommend starting the transfer process at least 2 weeks before the domain's expiration date.
So they want you to renew before starting transfer.

But ICANN say:
https://www.icann.org/resources/pages/transfer-policy-2016-06-01-en
3.9 Instances when the requested change of Registrar may not be denied include, but are not limited to:

3.9.1 Nonpayment for a pending or future registration period.

3.9.2 No response from the Registered Name Holder or Administrative Contact.

3.9.3 Domain name in Registrar Lock Status, unless the Registered Name Holder is provided with the reasonable opportunity and ability to unlock the domain name prior to the Transfer Request.

3.9.4 Domain name registration period time constraints, other than during the first 60 days of initial registration, during the first 60 days after a registrar transfer, or during the 60-day lock following a Change of Registrant pursuant to Section II.C.2.

3.9.5 General payment defaults between Registrar and business partners / affiliates in cases where the Registered Name Holder for the domain in question has paid for the registration.

I've only run into this issue once but it did aggravate me to no end. >:(

Try asking their support @Dynadot to make an exception.

All you have to do is call them. They did not hesitate to add my expired domains back to my control so that I could transfer them out.

I did the same thing. Call them and they will unlock it so you can transfer the domain out.

In fact they use the following policy :
1/You have to ask politely in email (or via phone) to put in transferrable status again (if domains expired)
2/They only allow this for Gtlds, so GENERAL TLDS. Not cctld's or with a very specific meaning.
(so for com net org xyz etc... no problem)
(Do know they consider .TV .and .WS as cctld -what actually are ccTLD's- and deny putting them in transferrable status during 40 days expiration period, so if you want to keep them you have to renew these at dynadot, once expired).
However about .co.=> Several times I succeeded them to change for .co-domain into transferrable status, without being obliged to renew first. .CO has always been marketed as alternative for .com, and that's my argument. Lately they did difficult, but i sent proof of transfers from .co-domains from me from other registrars that had expired, and they gave again the possibility to transfer after expiry without renewing for .co.

DO KNOW that they consider this as a FAVOR not a RIGHT despite Icann-policy you are giving here.
So you ALWAYS HAVE TO ASK in an email.

You can refer in your email to the fact that you "heard" that their policy is that they allow for Gtlds changement to transferrable state of Gtld's.
Maybe explain that you will stay member or bulk member, but you have a lot of costs for the moment.

I had had the same problem with Enom..except that it was much worse.

They prevented me from transferring out even if my name was not expired and they forced me to renew it for something like 39$...from that moment I stopped using NJ.

Apparently is not an uncommon practice.
