Dear Friend,
Dear PayPal Staff,
As a last resort, I am making my complaint in public to seek guidance to get back my money $ 1,000 from PayPal.
I have been a regular Business account holder with PayPal for more than a year now. There was been no issues so far....But this one:
First I would like to mention my geographical location. I am Resident of Saudi Arabia. My Visa Credit Card is issued by Saudi British Bank (SABB).
on February 23, 2016, I withdrawn $ 1000 (net amount $ 995) from my PayPal Balance to my Visa Credit Card ending with 9011. The is Unique Transaction ID # 6L753537J3442653U

But till today, June 19, 2016, the amount have not been transferred to my Credit Card. In this connection, I called to PayPal, after 30 days, they gave me Trace Number xxxxxxxxxxxxxxxxxxxxxxx to give to my bank that issued the Credit Card. I promptly gave this trance number to my Card issuer bank, but they told that there was no credit on that day or till that day. Again I contacted to PayPal, finally you gave me the Visa CC transaction ID xxxxxxxxxxx to check with my card issuer. I checked with my banker, the same reply, they did not receive any funds from Paypal. They asked me to contact you, the service provider, PayPal, to get back this money.

Please advice me to get back this money. It is Paypal's obligation to protect our money. They can easily check the status of this money, where it has gone. They just cannot keep me in disappointment. Nowadays, these people are not even replying to the message that I sent.
What they are talking seems childish (staff from Dublin office). They should understand that it was a withdrawal from PayPal to my Credit Card, I sent all the proof that I have not received it. The bank says we cannot discuss anything on something which we did not receive at all. PayPal cannot say they can not do anything. They were the service provider. They need to find out where is my money gone. Only they can do it.
Very disheartened to receive their final reply three days ago that reads:
I have reviewed your account and can see that we are unable to do further trace on your funds at this time. Please continue to communicate with your card issuer as they are the best person who can help resolve the issue.

"I have reviewed your account and can see that we are unable to do further trace on your funds at this time. Please continue to communicate with your card issuer as they are the best person who can help resolve the issue.
We apologize for the inconvenience this has caused you.

Thank you for contacting PayPal. If you require any further assistance, please contact us again on + 353 1 526 4494 from Sunday to Thursday from 6:00 AM to 5:00 PM GMT.

Thank you very much.
Best regards.

I am not aware if any such consumer court available here or not. Even if available, do you think it worth to spend $ 10,000 to get $1000? Or I will my dues including all expenses?
These courts are settled especially for defending a small law abiding person from greedy corporations and fat bureaucrats. To file a case, they usually charge very symbolic sum, in my country it's around $10. That's why it's so cool!

Also, usually, at least in my country, advocates are not allowed in this court! That's the sweetest part: no corporation can bring their lawyer to the court room, the judge will listen only some responsible manager. But you neither can bring your lawyer there. You can only use a lawyer to write an initial claim in the most useful way. But that's it. And this is great, as everything is going there in a plain human language, down to the point, with no abstruse juristic bla bla, with no paragraphs juggle and all that crap. Then, the judge be like: "Okay Paypal and Visa managers, where is this good man's money? You can't say? No i'm not interested in your crap, now you go to suck each one cocks and I sentence you to pay to this good man $10k each. And then you are free to go and discuss between you where his money has lost. Now get lost, die in pan, motherfuckers."

And another point, at least in my country, you are only allowed to file a case being a private person or private business. They don't accept claims from firms or corporations. Once one my SEO client decided to fuck me up for a whole month retainer sum, and she filed a claim against me to this court, pretending she was a private person in that deal, but i brought there paypal screenshot where my invoice was paid from her company account... So the judge told her to screw herself. Bitch.

So just find out what form of simple court you have there. There should be something protecting small people over such small sums. Good luck!

Sorry you are going through this, the only avenue I could think of is more complaints in public so hit up Social Media - help on twitter is https://twitter.com/AskPayPal/
and someone even tagged the PayPal CEO https://twitter.com/AskPayPal/status/746566605056802820
Also FB - https://www.facebook.com/paypal

Just looking over both feeds I would try twitter first, they seem more active/responsive there.

My theory is stick to filing complaints to PayPal, they are the only ones who have any record of the transaction. What a ridiculous amount of time they have been putting you off, hope this helps : smile : Oh and tweet this thread to them as well, the more public exposure the better!
Thank you very much for your support. I am really happy to read your contents. I hope some better sense will prevail among PayPal and they will try to trace it out soon. Yes, we need to give more exposure to this issue, it is not only me, there are many more. In this thread itself you can one gentleman mohammed yasin did not get his money, there were three withdrawals to his credit card, but money was not yet credited. Interestingly the card issuer is same bank SABB, like mine.

Hello Bashar,
Thank you.
No, so far I have not received my money $ 1000. It is 5 months now. Nowadays, the Paypal is not even answering my messages in this regard.

Paypal says the withdrawal of $ 1000 was successful, ask your card issuer. And the card issuer bank SABB says, they did not receive any money from PayPal, you ask your service provider (PayPal). I even wrote to Visa Card in this card, they say they do not interfere in this regard, they told me to contact PayPal.

I do not know what other options I have.. Any guidance will be highly appreciated.
Thank you very much.

Withdrawal to credit cards normally take 7-10 days. As the card issuing bank manually credit funds what they receive in VISA/MC reports. It's not automated like SWIFT transfers. You should contact your bank and ask them to credit. In the mean time ask PayPal to provide your auth code of the transaction they completed to push funds to your credit card.

Sir, it is nearly 6 months now (withdrawal placed on February 23, 2016), till today, my funds not credited to my Credit Card. PayPal says, they did their job, they can not do any more investigation in this regard. The Credit Card Bank (Saudi British Bank SABB) says they did not receive any funds from PayPal, they are asking me to contact the service provider (PayPal).

Please suggest me how I can get the funds. Don't PayPal has an obligation to trace the funds and refund me? Because it is from my PayPal balance I placed the Withdrawal to my Credit Card.

Any guidance will help.
Thank you.

I do not see how they can say they do not have your payment. I would maybe try leveraging you leaving for a competitor if it is not resolved.

100 dollars to a creditcard company is not worth years of payments.

Do you have tried escalating your problem with your bank's complaint or customer care section or head office? If not try to email them about your situation with following details.

You have:
1) Paypal Transaction ID
2) Transaction Trace No. (given by Paypal)
3) Visa CC Transaction ID (given by Paypal)

Even after that If it does not get resolved then I think you should contact the 3 parties here PP, Visa and SABB with the above details with a clear msg that you are going to file consumer complaint if it is not resolved with in this time frame.

Your msg should be short and concise i.e. just writing about your case transaction details and what you need.

And if it does not get resolved you should definitely file a complaint or otherwise you may face this problem again in future.

I found 2 sites for this (but you may know better as you are living there.)

It seems ODD. If your card belongs to VISA. Go directly on visa.com and lodge a complaint. As the matter is financial, I am sure they will help you.
