sure most registrars have the option to register IDN domains (depending also if the ccTLD or gTLD you're trying to register your domain in, allows IDNs in the first place)

were you looking for a good place to register .de domains?

I register most of my IDN at Dynadot.com. It is a very popular registrar with people that use foreign language character sets for domain names (Arabic, Chinese, Hebrew, Russian, etc.). They have good pricing. I have also used Moniker.com, but I usually use Dynadot.

Moniker has DE fairly cheap compared to the German companies: Strato, 1und1, United-Domains, etc.... They can do it for you.
