Adobe might be the most popular. You can get MS Expression for free though.

Google answers the other question just fine.

1) How to make a vector logo and what software do you use?
- I use Adobe Illustator CS 5. I've learned a lot from various sites.

2) How to convert an image from jpg to vector?
- You "sketch" the image via Pen tool. I use Adobe Illustrator though.

What photoshop plugins that can make a glowing text effects and frosty text effects?
