The turbine gets too big, but it's not perpetual motion if there is wind.
The problem with electric cars is the weight of the cars because of the batteries and the frame and of course the load on it i.e. people and whatever else they bring.
High Capacity Capacitors instead of batteries would work best.
If we could come up with a way for a motor to use power from something that's always around us and eliminate batteries. That would be a game changer.
What are these "somethings" that's always around say a car while it's off? and when it's driving?

Sunlight (Gamma,Xray,Infrared,Ultraviolet)
Cosmic rays (the ones not associated with Sunlight that bombards the Earth even at night. (thank God for the Stratosphere blocking those)

Of all of these "things" the one that interests me the most is Gravity.
On the Moon my fatass would float. But on Earth I'm Jabba the Hut.
The pull of gravity is pretty basic. It pulls everything to the ground. What goes up must come down.
throw a ball to your buddy on a baseball field. You need to exert enough force to propel said ball across the space between you and your buddy enough that the force of gravity won't drag it down before it gets to your buddy.
if only there was a way to manipulate gravity. No not "anti-gravity" although that would be nice to fly. But for our purposes. Manipulate it enough to push us forward and maybe decrease the pull of gravity on our car? just a bit so there's less pushing to be done?
to propel us forward while still planted on Earth in a car.
