Let's turn this bullsh*t question around. Show me where the Gov gave ANY specifics about the supplies being withheld. What they were, names of person who told her Feds' were buying the supplies, names of people / companies that told her Feds said not to sell to MI.
You want to pretend. Facts is, all politicians lie and liars are always short on specifics, just like the heroic Gov of MI.
Gov Hair Gel of California -- Fed's gave us 170 ventilators that were all broken and had to be repaired. Truth: The batteries were replaced but why miss a chance to attack a man you hate.

When you buy something, you have to pay for it. Obviously that is not the case here.

said, “members of Michigan’s congressional delegation asked regional officials from the Federal Emergency Management Agency in a Thursday conference call if vendor shipments were being redirected to FEMA. The FEMA Region 5 officials told congressional members there were no vendor shipments being diverted from Michigan and that “they would reach out (to suppliers) and try to solve the uncertainty.” Mitchell said that Whitmer’s allegations were “not productive.”
