It is used to highlight the fact nobody is going to pay the money your asking. "Bump my crappy name at 4-5 figures". It is something to write to bring a post to top of the thread so it dilutes the quality of names on offer as if a thread was worthy everyone that knows about domains would be all over it. There is the exception but if you bump your domain each day it will make no difference as after 5 posts it is buried again.

I think, its once every 24hrs , you’re allowed to pump your thread to top of the stack. Obviously for more visibility. You just comment something for that. Thats bump.
