For right end user who like the marketing possibilities of this, can go 10-20k imo. It is a good quality name.
But probabilities of resale for this price are very low (without some very active marketing) and renewal seems to be high based on your information. With this renewal, I am not sure this will make a viable investment really.

.GE is ccTLD of Georgie..in wikipedia first think I read that reg of those domains is restricted to people/companies based in Georgia - whether wiki is updated correctly I am not sure, but something the future buyer can google in 2 seconds..

No, you DON'T have to use a trustee service. You can register any quantity of domains on your own name, even if you are international - individual or legal entity
