.tv is not .tuvalu anymore where it matters most - Google and Youtube!

Google now allows dot tv webmasters to country-specify search results targeting for their website. This is good for SEO because you can now choose a country to which to target your dot tv website. Your dot tv website will now rank better in the country or countries for which you developed your website if you tell Google which country/countries on which you want to rank well using google.com/webmasters/tools/settings.

Great news for dot tv developers. Extra selling point for dot tv in general - .tv is now a gTLD in Google's eyes, therefore dot tv domain names are worth more money. Dot tv is now in the mix and equal with all generic top-level domains: unsponsored gTLDs (.com, .net, .org); sponsored gTLDs (sTLD: .jobs, .mobi, .travel); new gTLDs (nTLD: .guide, .club, .directory).

However this quote is misleading:

Why? .tv is one of the few rare ccTLD's for which you can change the search algorithm's target country parameter. In this case, change the target country algo input from Tuvalu to the U.S.A., France, China, or any other country for which you want to have your website appear on more search results pages. When google tweaks an algorithm parameter in your favor, that is good for your website's SEO. When an undesirable ccTLD (Tuvalu) becomes a gTLD, that improves the value of the domain name. Not the case for .cn, .de, etc, but certainly the case for dot tv developers targeting any country other than Tuvalu.

How is this not good for dot tv?

Because Google (a corporation) considers it a gTLD and ICANN / IANA (the actual governing bodies of domain names) consider it a ccTLD?

Yes, but Google is the second largest corporation in the world, and an enormously more important arbiter on public perception and real value of TLD status.

In any case, anyone working in the dot tv development space should go into their google webmaster tools settings and change the target country from Tuvalu to whichever country/countries for which their website is intended.

There is no target country from Tuvalu by default, it's like .com :-,
On the other hand, I think many developers discarded .tv due to ignorance of this.

I think you are only half right. For SEO, even with a dot com you should specify your target country/countries. If you neglect to go into your google webmaster tools and set your target country/countries, your dot tv sites and your .com sites will not perform as well in those countries to some, probably, small degree. It may be a small effect or maybe somewhat more significant. We dont know coz google of course does not make public its algo parameter weighting. Dot tv developers should not neglect this. Setting your target country will have some effect on page rank, perhaps small, but as everyone here knows, you do everything you possible can to optimize your dot tv site for your target audience.
