Not surprising Godaddy violates their own TOS against 3rd-party domain disputes.

I wonder if there was a *cough* $$$$ involved.

Best thing anyone can do is transfer any domains out of Godaddy as soon as possible. That also activates the 60-day transfer lock. Newbie mistake for them unfortunately. Only cost me $1500 when GD stole a domain from my account in a similar situation. Mine was purchased at a marketplace, this is even more cold-blooded that it was an expired domain on their own platform to boot!
