are you doing this in a visual editor or are you using code?

if you are using code do this, as long as the page you are using to include the footer in is a php file also:

in the page (lets say index.php) after your code, and the html code in it,
after the </html> place <? include_once('footer.php'); ?>

that should make it always at the very bottom of the page, and in the center!

Hope that helps, if not let me know, ill think of something else for you to try!
