Hello my dating site is almost complete, its a new niche dating site that no one have. My question to you guys is should I make this new dating site free or have the members pay a small fee? What do you guys think?

Make the dating site free first, to get members regged.

If you make it a paid one, you wouldn't have any members on your site except the newbs.
