Someone Stole my content, and Google dropped my rankings

So this morning I go to check where we stand for our site groutcleaning.com with the term "grout cleaning" and see we've got a problem, we've dissapeared. So I do a little checking and find this company, notice anything.

How should I handle this?

First I contacted the idiot by phone, and he pretended to be ignorant about his deeds. Then a friend from way back, who can shake the ground by walking down the hallway stepped in, and the rest was history. Or should I say, the end.
