I want to build a site where it's mostly information submitted by users of the site. Say it was something like submit your own food recipe and then the users could search through all the ones submitted.
What type of program would you use to build it? I don't want to use a forum.

| you could try a cms like joomla. users can create an account for free and submit whatever content they want, and you can control whether it gets moderated before publishing or not.
