Redevelop a great site

I am looking for an experienced developer/team to look at ideas for revamping my site http://3characterdomain.com

I want the site to be far more web 2.0 - with user submitted content such as sales prices, and a lot of tidying up of the way the site functions and some of the services it can offer.

My budget is around $500, but I would want something pretty special for this. I could also negotiate a partnership in the site if somebody had something really special to offer.

All ideas welcome.
I must reiterate, I am looking for something really special and professional to capture a good part of the 3 character marketplace. Serious enquiries via pm, any general thoughts in the thread
