Yes I believe it is you just cannot cater to the US market unless its free poker I think.
I think free poker sites are ok you just cannot charge people or have cash games. I am not 100% sure how much they banned but I think it still allows for free poker to be played online.
I'm not 100% certin about the us laws but this new online gambling law does not make online gambling ilegal the law is you cant fund online gaming sites from a bank in the US but most experts are saying you wont know the full effect of this new law till it comes into effect in like 250 days, I dont think its going to do much myself
Online gambling is still legal, it's just illegal to accept or handle any money going to, or coming from, internet gambling. So if you run a gambling website, don't expect to be able to receive/send payments to US players, setting up a gambling website is still legal though (for all the good it'll do you).
No, as far as I understand it, you can set one up and profit from American players as long as the money doesn't come from, or go to, an American bank or any other type of finance account (like Paypal, Neteller, credit card).
So, American players could open a European bank account and they'd still be able to gamble with it. In theory anyway, remember the uncertainty part of the quote above, no one's exactly sure yet.

No stupid laws in Canada gamble all day long up here. That being said depends on what your planing if its a portal type site or just gambling in general thats fine but if your talking about setting up an actuall poker room theres problay some type of laws I dont know
