That is simply vBulletin with a few hacks to display new members, featured members and latest hot forum topics.
So basically vBulletin is the best option, it's not free though but I'd say its the best out there.

That is the exact link to Discussion boards, which is what the site you pointed out used (vBulletin to be exact).
phpBB is reasonably good and free.

Thank you very much for the replies friends. But I was asking about the orkut style part of the website, not the forum. Is that orkut style possible with vbulletin.

Of course it is possible with vBullet as that is what they use.
They're basically added on a few vBulletin hacks to show information such as "Featured Members" and latest topics, im not just talking about the forum here. This is vB customised to the max for use on their front page.
