Your question is so broad that it doesn't make sense. To get some accurate estimate you should outline what kind of features and how many pages you would need, also what is the purpose/market of the website etc.
Perhaps some inexpensive, ready-made website template could do the job for you (check sites like templatemonster.com), you could then tweak it to your needs and add some contents.

They are right, your question is too broad to accurately answer.

However they are also turning away a possible paying customer by being horses asses in a forum. Tact and Tone people, the guy doesn't know, the only stupid question is the one not asked.

You can click on "request a quote" or "client login" fill out the form and it will auto email to me. make sure to put as much information in the form as possible. Its possible if it is a fairly simple design it may only cost you around 150 dollars.
