I want to know how can we check our phpmyadmin url so that someone else can setup the database for us.

Go to your cpanel and then click on the phpMyAdmin link. Whatever the URL is just remove the query string from it.

Mostly it will be something like

https://yourdomainname.com:2083/3rd...Admin/index.php

Thanks, but actually i tried that! I created a database user in the cpanel, and assigned a database to the user. And when i send him the link and if he wants to log in, he cannot use his username and password. The only one which works is the admin username and password.
Does that mean, I will havta upload the database, and not the freelancer doing the job for me?

He must use CPanel account to login to that URL, not Mysql account.
MySQL account is used to connect straight to the MySQL server.

If you want him to be able to connect only with MySQL credentials, you have to install a separate phpMyadmin application, and not using the one embeded in cpanel.
