I have a hosting account with a cpanel username and password. I want to create another user, for example, for the person who is going to make my website. Is it possible to create an account for him as well. I tried creating FTP and database, but he wants the cpanel access too! Moreover, if it is possible, is it safe? If i am the admin, he cannot change my rights, so im assuming it shouldnt be a problem!

only give these private information to people you trust, they need to have access for obvious reasons like they want to install something that you have paid for them to do, other than that just work with trusted ones.
I wouldn't give a cpanel account to anyone. If someone is building your website, you can give him FTP access and that should be enough. If something needs to be edited in the cpanel, you can do that for him.

he can do the programming thing via ftp. Why would he needs cpanel log-in?...hmmm do not give hoim your cpanel details... just ask him what to do aside from uploading the files via ftp..
