If you prepay for a whole year at a time, then you will also receive a free domain registration at Rilps Domains (Rilps Domains). Domain will be registered in by me and pushed to your account.

Dreamhost's TOS obviously still applies here, so no violating dreamhost's TOS. I.E. No spam, proxy sites, adult sites, or anything illegal.

please provide me your ip do i get cpanel & fantastico access?

Dreamhost doesn't have cpanel. But you can use their one-click installs program in their custom control panel to install software, which is kind of the same thing as fantastico.
