I have my own hosting company www.hostbully.com and I use modernbill.com can pay for a lifetie licesnses or pay monthly. I pay 24.95 monthly and it is good software. go to me site and check out the ordering process it is real nice!

I think PHP Coin is the only free billing system out there.. but if your looking for one that's cheap and has good quality, i would suggest Whois.cart

Check the forums on accountlab - someone bought the software (and I assume the company). They're going to discountiue free licenses (not sure how long the current ones will last) but the new price will be cheaper (~$25).

I'm looking into billing systems myself.
