Can I run a local web host for testing purposes?

Hello,

I run Windows Vista Home Premium and I would like to test my php/mysql on my local machine. I heard about some software that comes as all-in-one package (Apache, php, mysql, control panel)

I need some sort of this, free recommended. Now I am looking to your recommendations. Please remember, I am not willing to do web hosting, I would like to host my site locally with php and mysql active so to be able to test everything I do offline, on my local machine.

Is there a way? I would recommend an all-in-one installation, not a tech guy

and would recommend phpMyAdmin for mysql administration just as in cPanel.
