It depends on what you need. If you need to host a basic site with no server side scripting you'll want to get a host which allow PHP etc.

Please tell us what your looking to host.

cheaper hosts have usually less features and not so good uptime. Usually I do a little search at Google or some other place to see what other people think about that host.
And well, php and mysql is a must, I can not do anything without them.
