I need a one page site built, can someone help?

I just need a one page site built. The visitors will go to the site to watch a short 15 min. video. I have the video and probably most of the graphics. I also have the domain name and hosting.

Would anyone be willing to do this?

No real budget. What is the going rate? There will be a lot of visitors to the site, so I would like it to look nice.

Also, I would like to offer the visitor the option of either viewing the video by streaming media or download the movie to watch later.
