It depends on your definition of "best" and for what type of development and what flavor.

I might be the best with PHP but JoeSchmoe might be the best designer. Catch my drift?

I've been looking for a designer for some time. I would recommend that you find someone with whom you can establish good communications since this will help ensure that the deliverables are what you are looking for. Surprises are the bane of remote (and even local) web development.
