Tabloid-Style Design Needed!

I am starting up a (mock) professional wrestling tabloid at WrestlingDirtsheet.com, and I need a design. Just take a look at http://www.nationalenquirer.com/ and http://www.starmagazine.com/ and that's exactly the kind of site I need. It needs to stand out a lot and be almost "in-your-face" as the tabloids already are. I have a $100 budget, but as you will see, the Enquirer site is not that graphically advanced, yet its almost exactly what I want (maybe a little more "modern" looking, so I'm sure $100 is a good budget.
