Need cost estimates for a fairly simple site

I am interested in having a "game" ish site built. It's not really a game, per se, and it's really simple.

Concepts that will need to be implemented:
1. User database with 3-4ish variables

2. Ranking system for users
A. A string var from database will be for/while-looped down a rank list page
B. Function where users can ascend in rank based on a chance/rank
equation which makes a "rank steal" less likely the higher the rank. For
example, if someone in 24th place wanted 23rd, it would be 99.9+%.
However, if 24th place wanted 20th place, there would be a 70%ish chance
for success, and the chance of success would just get lower the higher the
rank.
C. Ranks will get evaluated at a random time on a specified day once per week. I guess this could just be done with a cron script, so I may just do this myself. Thing is, I will need it to occur at a RANDOM time on that day.

3. (maybe) Simple profile page for each user that also contains a "attack this rank" sort of link/button.

4. Paypal implementation where users can either buy points to spend or simply directly buy a % rank increase. I figure the points route would be easier and safer to use. Points would be one of the 3-4ish database variables.

And that's most of it. The main thing I need to have written is the ranking system with the chance/ascend function and the paypal implementation.

My budget is fairly low as I am extremely poor. Depending on how much you can do, I am willing to spend up to around $50 on this. I do not need the site design made. I will grab a pretty template from somewhere or something. If you gave me a fairly cheap price, I would be willing to just take the code and implement it myself. I know I will have to do that with some of the stuff, anyway. Maybe I can just pick out a template and have you code in the ranking and profile pages.
