Simple Site Needed

Hey,

I'm looking to have a pretty simple site created: design and code. I'm offering between $30 and $60. If you offer a mockup of a very impressive design, I may be willing to shell out a bit more. It will be a political site for an issue, not a candidate. In terms of design, I really like the design of this, a simple HTML page, this, and this. My site, however, will have less content.

It will have a few, about 5 or 6, nav bar links. It will need to have a fairly simple backend control panel that will allow text to be changed and HTML (embedded videos and links) to be added. If you code the site in simple HTML, the control panel will not be necessary. If, however, it is in PHP, ASP, or anything else, it will need the control panel.

In addition to the static content on the pages, there will be a form to sign up for membership. If possible, I'd like the site to have a nice, web 2.0 feel. Ajax use would be nice as well.

[ Edit: I guess, if you feel that a CMS would work well for this project and you could make it meet my criteria, you could just make a template/theme for a CMS of your choice. Delivery of the project will have to include the free CMS as well as your design. Joomla, anyone? ]

I am able to create you a site that allows you to edit whenever you want and able to add links and whatever you need to do. I can create the site template myself and upload it. I would like to work with you if possible.
