Facebook Appication wanted!!

I would like to know how much it would cost to have a facebook version of my website created:

The actual facebook site would need a way of getting members to sign up and upload a photo to the website, along with have their photo on their facebook page and the option to have it as a game (eg, randomly displaying all photos, not just theirs).

Along with this, the ability for all current members and people who sign up via the website to add this to their facebook group later is needed.

I would want this doing for the cheapest possible. I warn you, some of the code for the site is probably a bit nasty (I didn't write it, so can't help you edit it).
