Hello,
I require a complex validation website constructed.
My budget at the moment is reasonable for this project I think, but I will not state it explicitally (so bare that in mind before you contact me, I dont want any questions asked about my budget).

You must have msn and have a portfolio.

The skills i think are necessary as a bare minimum are:
PHP
Possibly mysql
Experience in creating validation scripts (preferably)
Working with payment gateways (paypal)

I have a good experience with PHP/MySQL and working with Paypal API.
