confession script

I am looking to have a confession script made, or if someone has one to be customized. This is what I am looking for.

1.You have to create a log in with email and custom made password to make a confession or rate confessions.

2.Simple Text Box and Submit. Also a toggle as to whether people can respond to a confession or not. When submitting you can choose whether to except responses to your confession or not.

3.Unique number given to every submission. Should be able to handle an infinite number of submissions if the site take off with a lot of traffic or around for a long time.

4. Each confession can be rated once completed and on the site. 1-5 rating. One login can only rate each entry once.

5. Should be limited to 10 on a page or so... or a certain amount of lines.. not sure yet. Also if you can view each confession on an individual page that would be cool too. But isn't needed.

6. Lastly, I want to be able to generate a top 10, a last 10, and a random 10.

Other specifics and such we can talk about if we can strike a deal together. If anyone knows of something I can customize or something for all this that'd be cool I have looked some but I am being realistic I am imagining I am going to need someones help on this. Also if your interested tell me you price. I am not looking to go too expensive. Thanks.
