Who can build a Joomla Template...?

I'm looking for a custom Joomla template that needs to have the following built in:

Multimedia functionality - Pictures & Video
thumbnail that show the top10 viewed, highest rated, etc.
search options for the most recent uploaded, most viewed, etc.
Rating/Voting function
upload functionality for users
categorization functionality - add categories through the admin panel
user acct sign up form (which can be retained from the original joomla)
built in paypal to create free and pay sections
design designated sections (header, side bars, footer) for banner ads
coloring doesn't matter, be creative but not too wild.

all this can be built on the basis of a forum or CMS or anything that you can come up with, as long as the functionality above is given.

If you can custom develop such a template, PM me with the costs and time frame. (and show me some of your previous work please)

i'm wondering whether such a script/template is already existing. if so, let me know where i can find exactly what i'm looking for and i'll donate NP$ to you.

C'mon guys! Someone has to be able to build a Joomla or vBulletin driven site that can hold vids (embedded) and pictures! Sections for users that are just registered and users that pay for access.
Uploads from users, voting/ranking system.
