Curious about a online game "development"

I was asked the other day about a game that I know is not made.
it is an old indian native game.

I am not at the time requesting this yet just wondering if anyone here can develop such a thing.

some requirements:

1. up to 2 players "online"
2. site which must have control panel "full control"
have people register to play
3. chat in main lobby and with opponent in room?

will this kind of thing be costly?

it depends how secure you want it, what features the game has (realtime, text based etc). whether you pay to play etc.

id say you are looking at $300 as the lower cost, but then up to $800 for the higher cost.
