No I do not have the script.
I am not giving you a developed script. I will develop it myself.
Here is what you get for the frontend:

Users can create(thats the signup) and edit their profile
Post projects in defined categories
Each project has a clarification board. Bidders for the project can interact with the project poster through text messages(this is not chat). When a bidder is viewing the clarification board, he can view only the conversations between the project poster and himself. No private messages are enabled so that the site does lose revenue.
The users can set their date according to their timezone.
The about page, contact us page and a help page
A page where user can change his settings.
Search projects page
Search projects according to categories
Search expiring projects and recently posted projects
Search projects with 0 bids.
Post highlighted projects(price for this service can be changed from the admin panel)
Post projects only for Premium members.
Price for premium membership service can also be changed from the admin panel


Here is what you get for the backend adminpanel:
Multi-user backend admin panel.
Super Admin can add sub admin and moderators and can set separate settings for each of them.
Can change user settings.
Can add edit and delete project categories.
Can search projects(special search)

The price is includes the design.
The minimum requirements for the package are :just PHP and MySQL

Work will start once the initial amount is paid. If the work is not completed within 10 calender days(the time you specified for the project) the initial amount will be returned.

I initially intended to find someone who already has a similar script developed. My business has got a timeline of less than 15 days, which means I *must* have the site up within 10 days upon starting the project.

No problem with paying in advanced (to escrow of course), but without assurance there is a chance that I will lose revenue if the site is not delivered on time.
