URGENT - Simple website wanted

Hi guys

I need a fully dynamic website. The website will consist of:

a homepage - all text is already written and banners/images ready.

a voting page - I need to be able to change the text of the question that the voting is on with 3 set choices re voting.

a submission page. People to fill in fields to submit details to a defined email address.

A good developer should be able to whip this up in no time. This site is to have a corporate look and feel and be very clean and uncluttered in design.
