Looking for a PHP programmer to do a medium sized project.

Budget: $650
Project Type: Freebie Site
Description: Looking for a freebie site such as freepay, offer centric, etc. Must have clean code with notes; and be motivated and hard-working. Script must have a CMS, paypal payment system (sorta), and a members area. I'll explain the full details of the script upon hire.

I have the layout already designed, but it does need to be coded.
