Im looking to get a traffic exchange script made for an upand coming project (a traffic exchange if you didnt know) and im looking for a php/mysql/css coder who could do this for me.

This will need to be seperated into 2 scripts really both an auto traffic exchange and a manual traffic exchange but all an auto traffic exchange is, is a manual without the checks every time a site has been viewed to make sure the user is there so it shouldnt be too hard.

It will need all the normal traffic exchange features. In the admin panel ability to search members and the sites they listed. Fraud Checks to see members dont signup for multiple accounts using the same ip. Ability to set surf ratios, Multiple member levels including paid levels with auto creation/upgrade once paid with paypal.

The feature im looking for in this which will require css is simple pages for each page of the traffic exchange set out like the css zen garden html and css page. (found here: http://www.csszengarden.com/). So that the page can be customised by changing only the css of the page which should be editable in the admin panel so its easily updated.

I would like 1 template css file to be made of a simple design for the traffic exchange so it shows what can be done by editing the css.

Im looking for various quotes on this project but if you need a budget quote its $300 as my max.
