Need Cookie Created

Hello,

I need a cookie that shows a "splash" page to a visitor only on the first time they visit the website, and then the next time they visit the site, they are directed to the homepage.

If you can help me, please let me know...i'm eager to get the project done as quickly as possible, so let me know if you want to help. Thanks
