i think you shouldn't make the frame in the center a scrolling one. one scrollbar is sufficient.

I would use a webfont, seems that you used Times

and I would try to get rid of frames and scrollbars.

Well, the only thing I like about this site is the right area of the header

Using frames is defenetly a mistake, the menu needs some improvement - it looks like... 3 years ago

It looks good.

But.. If you absolutley have to use Iframes (I would suggest PHP includes) Then make the frame border 0px.. Good luck to you.

Design looks great. The scrolling thing should be removed and it will look better.

Not bad, but the fonts are too small. Also layout not centralized.
