Having a fair bit of experience in the community development arena... I will go against the grain with regards to the "skin" issue, but the first thing that struck me was that there was too much "above the fold" content before the actual forums. I am referring to the Top Five Programs and Sponsored Links boxes that take up way too much vertical real estate on the screen. This is viewed on a machine with 1280x960 resolution.

Don't make the visual interface too overbearing for your users.

Other than that I like the content.

One thing I don't like is the domain name - it sounds too get rich quick for me - but hey, that's not the topic at hand, right
