Your portal doesn't seem to have much on it, so would probably turn the visitor away anyway. Your top banner appears all black to me - is this suppose to be like that? I assume not - if it is the banner on the forum, I suggest some text as well. With your sponsored ads on the right, make the background colour the same as the background of the whole box. Also, with the menu on the left, you should consider moving and rearranging the menus. It makes navigation more easier. Consider moving 'Board Menu' up. Your blog seems to be empty - update it often so people know your site is frequently updated. On the Downloads page, you should make the design with the similar brown appearance. The forum skin seems awkward because of matching blue with brown. Try and find a skin [or modify it yourself] to get a skin with a similar colour scheme. Some spelling mistakes on the forum index include 'dicussion' and 'genral'. To keep your forum active, remember to add some competitions and incentives to keep your forum members happy.
