Interesting. The colors are quite vivid- maybe to the point of slight overkill. I mean, the layout is decent, but maybe you can tone the colors down abit. Maybe you can add more pallor [paleness] to the cyan forum bars and the red division up top. Also, I would change the forum title color to a medium to dark cyan, bolden the category titles, shrink the cellpadding between the forum bars, make the border around the forums a darker color [maybe a medium grey or medium blue-green], and then decrease the font size by one or two points for every element of text in the forum.

Now, for the yellowish-green gradient division at the bottom, I would suggest one of two things: a) either remove the gradient completely and add a border with a light to medium color or b) add more pallor to the gradient and change the color of the user groups [ie. Administrator] to more emphatic colors like red and blue.

Otherwise, it's good. Good luck.

thanks, I definitely had some doubts about the gradients, but most of my friends liked it alot (peer pressure lol). I will take the changes into considerations and re-evalute,

thanks.

p.s. why decrease the font?

It's not really that big of a deal, but I guess I'm used to generally small fonts because my previous websites were based around fonts with miniscule sizes.

If you want to, do so. If not, that's okay.
